I checked the version field in the config table and it reads .0.6 yikes. hahahaha

I also ran the 2.0.11 to 2.0.13 upgrade, just replaced the files (second option). But I dont see any update_to_latest.php file to run. Was that file included with the 2.0.13 upgrade?

I've had this problem in the past. How big is your database file? I've read that if the file is over 2MB then you'll run into problems using the web-front-end.
