Maybe it is the html-special-char "&" in the password which maybe sanitized in phpBB-Calls and therefor leads to different results in pbpBB and WP? Maybe? In the UK, I don't know about other EU countries, we have had since 1984 various versions of the Data Protection Act which essentially is the the same as GDRP where the storing of "personal identifiers" has been subject to controls - in fact at one point I had to register to keep that data.
