If it isn't from *@phpbb.com then it isn't official.
Note that it's not hard to fake the sender address. You would be able to tell from a look at the e-mail headers, but at first sight it could appear authentic.

If you do not have any custom modifications, it's easy. Just overwrite the old files with new ones. If you have some edits, like new language keys in common.php for a MOD or something you should be careful to not lose your changes. Find them, note them and paste them to the new files. You're raising many what-ifs which have never appeared and I do not expect to see most of them appear in the future.

We've considered that at times.

The system we chose prefers consistency and completness of translations. By having one appointed maintainer and a policy to accept only finished language packs, we make sure those two criteria are met.
