For starters, that script does not display an avatar, it simply redirects to a random avatar. What you need to do is have the php script read in the image and then output it so that the URL does not change (no redirection). Yes, that looks to be quite the problem you are having there. What version of IE is that? Might it be an extremely outdated version?

Thats not a problem with IE, thats just either that your computer is so old it cant render more that 8 bit colour, or you just have the setting too low. Notice how the browser looks badly rendered, and not just the webpage itself?

As long as its on the same domain, you can check if the cookies exist and get their data. Just look up how to use cookies in PHP, is pretty simple.
