Weird that bold works. I tried both:

How can I used the font color code or using the html font color code? It doesn't seem to work. Am I missing something?

Sorry, but is this type of migration not common?

I figure starting a fresh install instead of patching my existing and older version would be much better. Doing so for applications is recommended, so I figure why not phpbb.

I would appreciate some comments/assistance.

But, why aren't you just using the copy/paste function of your text editor? I was using copy/paste, but after pasting, it looked different from the code above and below that section (both have "..." instead of '...'), so I just wanted to make sure.
