Thanks, Robert. That's pretty much what I did, with a several extra steps to save edited files for mods.

Wow... I wasn't aware that a free host wouldn't allow you to backup your own forum's database tables. Hmm.. interesting development: I had been using the latest Firefox browser, but when I tried again using IE7 I was able to set the moderator. The same error messages as posted above were displayed at the top of the page, but under IE7 I was still able to set the moderator.
