you don't need it, just install this:

the only other thing I can think of is are you sure you are using the install folder from the complete 3.2.2 package and not the one from the auto update package?

that is not the phpbb cache.
in that list of folders, look for public_html open that and then find the cache for your phpbb board.

did you delete all the old files except for the ones it tells you to keep? even if you did, go into the folder named "store" and delete all the migration files and anything that is not a database backup file. then purge the cache and try again. once you have replaced all old files with new ones, the...

never too late. hosting is so cheap these days that unless you paid for several years in advance you could just eat the cost and move on.

almost any host is better than godaddy.

that looks like a mod_security setting being too strict. contact your host and show them what is going on and ask them about mod_security settings.
