what permissions are set for those folders?

the cache folder should be set to 777 and the vendor should be set to 755
or, you may need to check with your host to see who the "owner" of the files is . it should be you.

yes it is large but you must have a very slow internet. mine is only 1.5 mb upload and it doesn't take quite that long. almost, but not quite. actually, the best way to update is to follow the official instructions found here: https://www.phpbb.com/support/docs/en/3.2/kb/article/updating-32x/ robert

I just tried that and see no change. don't you have to rearrange the code in the viewtopic_body.html file as well?
I believe the css in content.css is overriding it and you also have float left and float right for the same thing.

did you delete the production folder? if not , try that and then hard refresh your browser. oh, and those tweaks you attributed to me were not by me. I may have quoted them in a post but I have never heard of those tweaks. also, did you follow the instructions exactly/ did you remove all the old 3.0...

things like this don't just happen by themselves. somebody somewhere changed something. the most likely culprit is you host did something on the server. either they screwed up and had to restore from bad backups, or , they updated some part of their server software or hardware etc. etc. or, some adm...

you don't need to overwrite it. access the server via ftp. open the cache folder and delete the production folder.

phpbb recreates it withing seconds

neil patel is a internet marketer trying to sell you his programs. however, I just read those experiments the other day myself. he says in those articles that the differences made by the seo urls was noticable but very small. his main conclusion was why not do them all because every little bit helps...

there is nothing mentioned in this topic that could possibly have delete any avatars.

however, you seem to be missing some files and folders.

reupload the folder named phpbb and the folder name vendor.
