Re: Tie forms to guest sessions setting - what does it mean/do?

I wouldn’t think it would matter unless you are planning on allowing unregistered guests to post.

Re: Waybackmachine Content Restore - Recreate Database?

That archive is does not capture a sites files. It only captures the served content. That is like taking a picture of a house and then asking a contractor to build a duplicate.

Re: Getting topic content without view count?

Yes, but your special javascript would add a unique parameter tag to the URL it uses. The PHP code kasimi has given you would check for that parameter and skip adding to the view count if it finds it.

Re: Moving 3.0.9-1 (Debian) to 3.2.1-0125 - Synology

These are the phpBB installers that come with Ubuntu and Synology?
You do not really support those. Those packages are not made here. You would have to seek support wherever those came from.

put yourself back in the admin group. otherwise you won't have full access to the admin panel.
There is no need for founders to be in the Administrators group for admin permissions, only for whatever forum or moderator permissions they might have.

The ancient 2.0 versions of phpBB cannot read the "newest version" properly. You can see the same message here on my own old board:
