This is not correct. Any moderator can see warnings.

This is correct. PhpBB uses its own error handler.
I was thinking there was an extension that allowed you to modify those though.

By default the htaccess blocks access to that files folder, that way nobody can access any of the files without going through phpBB's permissions system.

you said a 403 error which means the viewer does not have permission to view the file.
This has nothing at all to do with the original problem.

That 404.3 error means that the webhost will not serve up .cfg files

All of those links are relative links. They are all built from the current URL, which in this case is https://www.tuttowrestling.com/phpbb/index.php I am not seeing any problem when I click around your board. Wait a minute. When I went out to your home page and came back, then the script path change...

L_ABOUT is a language string that would be defined as "ABOUT" in one of your language files. It is not a "PHP constant" and should not depend on whatever style you are using.

Went on to delete them from mysql (erased all that had user_new=1). If you had removed a user manually from the NRU group, their user_new flag would never be set to 0. You likely did that with your own account if you registered it, and then used the original admin account to remove it from the NRU.
