There is no "database_update.php" in phpBB 3.2.
You should be going to the Update tab of the installer and select the "Update database only" link..

Those types of URLs can only be redirected if they contain the topic number in the URL: t49705 for instance.

Indeed. That is what the topic he linked above shows. I don't think I would give me Moderators User Admin or Group Admin permissions just so they can remove users from one group.

I doubt that. If there were a problem with the settings, then 100% of the new users would not get the Email, rather than 20%.
More likely, the Emails are being rejected as spam.

phpBB has nothing to do with "mailchannel". We would have no clue what your host provides, or why they provide it.

PhpBB does not do anything with Email. It is either the Email host you chose in SMTP settings, or whichever Email host your webhost chose when setting up your PHP settings.

You tried what with four different addresses? And where would you have put "SSL://" ?

If you set SMTP to "No", then none of the other SMTP settings are used. Those are only for SMTP.

If you give them Admin permissions, as explained in the topic you linked, they will have access to the Admin control panel, which will give them all of those admin functions.

If you give your moderators admin permissions for usergroups then they will be able to add or delete anyone from any group, or even create new groups if they want. If you give them Manage Users permissions they will be able to do alot more than just delete them from a group. You are better-off just ...

You can go into Manage groups and edit the Newly Registered Users group.
Checkmark "Exempt group leader from permissions"
Add your moderators to the Registered Users group as group leaders. Then they can remove the users from their UCP on their Groups tab.

it is not phpBB that is serving up the file -- it is your host's web server.
If it is not your web browser's cache, then it is your host's cache.

A Founder account cannot be banned. Even if it seems to be banned, the Founder account can still log in.
