If your "block1" is the rows and the "block2" is the columns, then you are writing all of your columns in the same row.
If you want separate rows, you need to write $template->assign_block_vars('block1', ... at the beginning of each row.

The /phpbb is just the name of the folder you have your files in. If you move them up to your www or public_html folder, then you would not have a folder name in there.

That is because there is a redirect to a login page. If you plug "viewtopic.php" or something into the cookie checker, it will return the proper results.

Just select that user on the User Permissions page and set to "All No". That will remove the individual permissions and remove them from the list.

Most of those are duplicate codes, not different images.

Yes. You would upgrade your 3.0 database to 3.2. You cannot just "import" an old database.

What does "import the database" mean?
The phpBB installer has a tab for upgrading a previous version of phpBB, but there is no "import" option.
