Presumably the PHP 7.2 version is new to the equation, or else you would have already been having these problems before. Your phpBB changelog and proSilver style suggest that you are running phpBB 3.2.1, and there are multiple fixes that have been implemented since phpBB 3.2.1 to account for PHP 7.2...

The users tick the captcha and when they save they are receiving the 'The solution you provided was incorrect' message. That would make me wonder whether the IP address they're coming from has been newly classified as "bad". Hmm, that could potentially also fit with "it fails with multiple captchas...
