In ACP > General > Load Settings check if Recompile stale style components is set to yes. If so, the board will automatically recompile the style if there have been any changes without the need to refresh the style. Thanks! On the "problem" board this is indeed set to "Yes", while it's set to "No" ...

the system may or may not be buggy but you don't understand how Ip ranges work apparently. this: 115.0.0.0-115.255.255.255 would have to create a huge list. I honestly couldn't tell you if that ban is even operational since it is not the correct format. phpBB shouldn't even accept it in the first place (and doesn't on a vanilla install).
