My first piece of advice: Make backups.
Secondly: There may be a template 'out there' that already uses layers (read: divs) as you were suggesting. Converting each file yourself would be a huge job, but adapting an existing template would be easier.

Err that's another mod I've been working on.
No-one on my site seemed interested when I presented it, so I never bothered to create a .mod file for it.
I'll add it to my todo list if you want it though.

Work on this mod is slow...

You're suggesting that each time someone wants to download a copy of phpBB the server should generate a bespoke version tailored to their whim?
Given the size of the download package and the sheer number of mods and styles I think this is an amazing complicated (and unneccessary) proposition.

Paying for it really isn't in the spirit of phpbb IMHO.
If phpBB.com started offering pre-modded installs there'd be huge debates about what should be included.
It's probably best to hunt around and see what other sites offer premodded boards.
Or use easymod...
