This is very frustrating.

He means post in the thread in the MOD forum that relates to that specific MOD, if there is one. As for fixing it, you have 2 options. You upload your backups and put the forum back to how it was then reinstall the MOD or you check every edit and make sure it's right. It's very easy to miss a ' or ...

Best bet is if they hacked it the only thing you would have to do is re-copy the "index.php" file back in your phpbb folder or whatever folder your forum is located.

When you are in a forum they look just like the same as non-admins or non-mods....
