Bit late to the party here, but I was searching for this and have found a decent solution. If you make your instructions 'announcements' rather than 'stickies', they go in a section all of their own at the top of the forum. Also, they are sorted by the time of the announcement. People can still post...

Hmm. Even with the permissions for newly registered users set to 'newly registered users', my new test user can still make multiple posts. They all sit in the moderation queue, but they are not restricted to only making one post. Is this intentional or do I still have it set up wrongly somehow? Than...

Ah - I see there is another permissions setting 'newly registered users'. I'm sure that's what I was doing wrong. I have now set that. Apologies for bothering you.

I should add that for permissions I have both newly registered users and registered users set to 'full access'. I thought perhaps newly registered users should be set to 'limited access' but when I moused over 'limited access' it only said something about post avatars and nothing that looked relevan...

Apologies if this is obvious - I've read a number of posts about this but I can't get it to work. I've set the New Member Post limit to 1, but when I sign up with a test user, I am able to make as many posts as I want. Clearing my cookies fixed my chrome login problem above - though that's not a satisfactory fix in the sense that I shouldn't need to clear my cookies.

I just created a new install of 3.2.7 and I got the same error trying to log in to admin on chrome. Logging in with the same user and password worked fine on safari.
