ah, i understood you were dealing with just one IP,sorry.

So it's a real automated ddos like stacheldraht or Tribe.
I'd say talk to your ISP and try to fight back on server level.

being german myself i checked it out on a fresh 2.0.18 install i use for error testing. as it seems phpBB is just fine with german umlauts in usernames. I could register my nick with the umlaut Ü although i had it with U already. The errors you describe sound like your database can't handle umlauts ...
