How to restrict user rights?

Hi, is it possible to restrict a user's rights in such a way that although he is able to log on to his account, he can't edit or delete any of his former posts. He also can't send any PM any longer. Is there a mod for this?

Hi, How can change the order of threads in a sub-forum. By default, a new topic goes to the top which is fine with most of my sub-forums.
