Admins not receiving emails

We have 2 Admins on a board I help maintain. Not sure how long it's been, but we're not receiving emails upon new user registration. The new user receives the welcome email fine, but neither of the Admins receive the email notifying of the user registration. It is set to have Admins activate account...

Yes, already in the Global Mod group, and the group has default full permissions. That's just it, this board has been active for years; never had a problem deleting posts. I can, however, delete it by hitting the back button on the browser and re-initiating the confirmation.
I think if it were a specific permissions problem, I wouldn't be able to delete at all. Some kind of a sessions issue maybe? Can't figure it out.

Hello, I have an open group. Is there a way to join the group with one single link, instead of going to the UCP, selecting the group, then proceeding to a confirm page? I wouldn't mind the confirmation page, but a single link/action would be great.

Hello, this has been driving me nuts all day. Can anyone tell me why there's a dark blue background on these custom blocks of this portal (mod)? You'll see what I mean when you look at it - http://muvipix.com/phpBB3/portal.php - I obviously have something out of place.
