My forum: phpBB 3.1.9, 21 extensions, database 171.9 MiB, Total posts 167394 • Total topics 14254 • Total members 3149, shared hosting, no crashes.

Maybe you need a better host. ;)

The .htaccess trick should do what he/she wants, redirect the rest of the world to a static page while allowing him/her to access the forum.

Another option would be to password protect the folder containing the forum.

If you're on an apache server you could use .htaccess to redirect any traffic not from your IP address.
