If cpanel is similar to the one my provider uses, you may need to turn off phpBB in your site's web setting before you can delete the database. You'll need to find an SMTP service. If you send email from the same computer, you probably already have an SMTP service. Check with your ISP.

If sendmail_path is blank, contact your web hosting provider and see if he can enable sendmail in PHP. Otherwise, your only choice is to configure SMTP. Why don't you do what most of us do:

http://www.yourwebpage.com/index.php is your main page for your web site.

http://www.yourwebpage.com/forum/ is where phpBB resides.

Seriously, putting the forum in a forum folder rather than the root of the web site, organizationally, is much better.

Most installations of PHP should support sending email. It sounds like you have SMTP enabled in your phpBB configuration. I think the question the original poster's trying to convey is why 100,000 cache files in the first place? Flushing the cache works, but should those SQL_ files always stay permanent? You can find the maximum post size in your PHP configuration by checking out:

ACP -> System tab -> PHP information

On that page, search for "post_max_size". My server's setting is 8MB.
