Philderbeast is correct in saying that graphics are the biggest user of bandwidth. In terms of phpBB, it's always been a matter of which template you choose. People made templates without graphics or limited graphics for phpBB2 so I'm sure you will see some for phpBB3. Images usually get cached tho...
