It's standard in phpBB3, that when you give the Standard Access role to the Registered users, they can post attachments!

Think you should look a little closer to your server then phpBB3!Sorry, direct messaging of Jabber users is not supported on this server. You will need a Jabber client installed on your system to contact the recipient above.

Perhaps it is a suggestion to make more than one template, one like this one and another one for wider screens, like a width of 1200 pix or something?

It is possible to convert a phpBB2 template to phpBB3, but it will be a lot of work.
Perhaps it is faster to build a new one, based on the phpBB2 template, using the same images etc...
