If I'm not mistaken, you need a home address in order to get welfare. At least I'm told that's how it works here in British Columbia.

I think he's probably guilty of child molestation, but probably not in this case. Even if he is guilty in this case, from what I've read about the trial the prosecution couldn't prove their charges beyond a resonable doubt. I'm not at all surprised by their verdict.
