I'm looking to see if this is a setting that I can't find, or would need to be a MOD.

A person in this thread seems to suggest that announcements above sub-forums is a part of the standard options, but I'm not sure if that is only global announcements or not.

I will play with the code a bit, to see if it would be easy to manipulate this to work on pbpbb3, at least under the hood, but I'd imagine someone with better skills could whip something up.
