When you are just logged in as a "registered user", can you actually read the topics? Yes, registered users can read and post to the topics just fine. I checked the permissions mask as you suggested and found that there were no permissions set for the categories. I added RO access to each category ...

I came up with a solution that worked for me. I just ran the phpbb2->phpbb3 conversion utility with all of my custom BBcodes pre-installed. I'm currently manually editing posts to fix pictures and it's REALLY tedious.. With 90k posts, that's not really an option for me.
