Unless your website contains content that is clearly demonstrated at under 13's, just turn COPPA off in the ACP.

Birthdays I agree with you on (indeed, iirc the developers themselves have expressed a similar sentiment), but it is easy to imagine a situation where attachments are useful on any forum.

I would never use a shoutbox or gallery on my forum - they would be unnecessary bloat for the vast majority, and would take valuable developer time away from the features which are actually useful to everyone running a forum.

I think you should repeat yourself a few more times, thus ensuring everyone will agree and the developers will immediately change this functionality in phpBB (despite the fact it is in place for a very good reason).

I've never heard of it actually being enforced, so I wouldn't be too worried unless I was running a massive forum directly targeted at American children.

You need it enabled only if your website is hosted in the US, and contains content that could be considered to be targeted at under-13s. I don't have it enabled on my forum which is hosted in the US, since the target audience is clearly adult.
