Here's a quick sum up:

To hash:

To check hash:

phpbb_hash_check($string, $hash); 
Feel free to replace $string and $hash with any variables you like

$string is the what will be hashed, and the $hash is the already hashed hash either of the string or not.

phpBB3 uses a hashing system called Portable Hashes/phpass, which generates a different hash every time you hash anything even if it is the same thing. It has a function which is used to check if the hash matches the password, so you would just use that function.

I believe that they are before the user logins double hashed, then when the user logs in if there is a flag, it hashes their password and replaces the one on the database. ;)

Take a look at the sprintf documentation: http://ch2.php.net/sprintf. Different names correspond to different variable types. %s is a string, %i is an integer. It makes sure that it's rendered as a number.
