Managed to sort this out, had to trawl through the databases and if the user has been banned in the past they cannot send PM when excluded from banning
had to remove the user id from the banlist in the database

is this a bug?

board is usually accessed from www.zxrworld.co.uk/zxr400oc/ i gave the zxr400ownersclub url forquicker access.

anywayz i have give the hosts an ultimatum after doing a clean install with all mods removed and still get the error

i'm a bit miffed!!!

and all of this is server related and has nothing to do with phpbb. so, I would certainly contact your hosting support again. ask for level two support to try to find someone that knows what they are doing. the ones that answer the phone/email are usually trained to just tell you it is phpbb's faul...

Have your hosts looked at their server error logs?
