Is it possible to have more than one poll running in one topic?
If I want to run several poll questions, could I do this in one topic rather than make several different topics with polls?

Have you checked the forum permissions? When creating a forum copy the permissions from the first default forum.

If you have sigs enabled for that user group, then members can just post links in their sig.

If it is permissions related, I have always found it easier when creating new forums to copy the permissions from the default "welcome to phpBB" forum. That way you cannot go wrong
