It looks to me like you missed a file in your installation of the mod. The file you have posted is the posts_legend.html file, not the posts_legend_index.html as you have indicated. That certainly was a deciding factor. Plus there would have been no files for the download if written directly into the template pages, it would've just been a "how-to" article in download form, as there are no other files to add. One could always copy and paste the code into the core temp...

You are correct that this is not a standard option. There is however a mod for 3.0.4 that works wonderfully; Notify Admin on Registration. I have it installed on by board and can attest that it functions perfectly.
