since there is no mod you could set up user groups to do what you want, Member. Can Post anyplace Member.. Can't Post in Forum X Member., Can't Post in Forum Y Member,, Can't Post in Forum Z and so on, putting people in Multiple groups to limit them from multiple forums I would assume this would work

Yes it is easy to run a forum off of your computer, I do it

you should just beable to install it according to your database

I use mySQL I have no clue how to connect with Access but I'm sure you can.

Have you been to www.postnuke.com?? postnuke will allow you to e-mail users, you could set up a forum for each class group using phpbb you would need to install the PNphpBB2 forum with postnuke.723 I run these on my site, www.gametoast.com // no point in really looking at it, there is not alot on it...
