What's phpBB long term plan to remain relevant as forums seem to be losing popularity to other mediums like Tumblr, Reddit comments, and so on? I am glad to see 3.1 finally come out; I remember contributing towards its planning a decade ago.

Dual authentication will prove challenging. Either you have a central list of users that both apps use, or you need to do write a script to do a two-way sync regularly.
Pull up the SQL queries and run the forums one manually and see if the results are coming back. Tweak it until you work out which clause is causing them to not appear.
I don't think you should worry about javascript being turned off in the Facebook era (though still graceful fallback). Conversely, phpBB (and other forums) aren't built upon JS to the level Facebook is so it's not necessary.
I don't know about other devs but after coming home from work I don't feel like coding more. I imagine that feeling is quite common so if you want good quality volunteer work it's going to be slow. If you could work on phpBB and get paid then it'd be a different story.
They're quite logically laid out if you understand how they work. Unfortunately thought you're right, there is quite a steep learning curve and I often have to jump in and help clients when they're adding new forums.
