Anyone experienced with phpBB would be able to install a basic board with, say, five fora in under an hour. Beyond that then it would depend on what else was required.

As has already been discussed there is an extension that does this and is a feature that is ideally suited to being an extension as there are many boards where this is not a requirement.

Just my guess but I think that you may be confusing the term "founder". The way I read this topic you are classing those who have started your board as founders - perhaps a more accurate term would be "Founding Members". I don't think that there is global answer as each board varies as to its requirements.

The simple answer is to put a time limit on the sticky when it is created

I would not disagree but certainly in the UK many(most?) government departments do not sign letters when sending them out but just have some generic "from" at the end.

The format, and content, of the letter was specified in the badly formulated law which required the sending of the letter. I haven't read the law but I suspect that it did not state that the letter had to be signed. No doubt there will be another round in the courts tomorrow. Don't you just hate bad...

there should be some php code which comes with default phpbb3 script to show the hour digit, That's not how it works. phpBB uses a predefined format for displaying dates which means that it is not hard coded in the core. no need to use any extension if possible You have posted in the Extensions req...
