Posts are displayed in date/time order so to be able to display a post before the first post you would need to change the post time/date to be earlier than the first post.

If you have any reason to suspect that a Moderator would need to be banned then again they should not be a Moderator.

Alternatively don't give your Moderators banning permissions.

I very much doubt it without a major re-write of the quotes code - which is one of the more complex areas of phpBB (mainly down to historical reasons). The best you could hope for is that something may be possible when/if the quotes code is adapted to work with a WYSIWYG editor. Might be an idea to ...

Constants is always reporting the version in the files, config (which from the comment I assume is what you are checking) can be wrong if the database update has not been run, or has not fully updated.

One option might be to make a duplicate installation on e.g. /archive and set all the permissions to read only. Not sure where you got that version from but I have just done the latest update (taken several hours) and I have version 40.15063.674.0 - which does not seem to be a problem with this extension.
