Set the permissions so that only those in the Admin & Moderator groups can see the forum and all other groups cannot see it.

Possibly you have not set the permissions correctly - copy them from the "original" one.

The other option is that categories will not show until there is at least one forum (with correct permissions) under that category.

There is some validity in that argument but it all depends on which way you are bridging - phpBB -> Joomla or Joomla -> phpBB
