the problem is that all they have to do is click the button that they have read the message. you are not going to be able to force anyone to read a message. It is exactly the same as when you install any software and you just click on "Accept" for whatever they want you to read first - who actually...

That error is a Windows error and nothing to do with phpBB.

It was the backup of my forum and i have no idea where to find it in the phpbb code.
If you made the backup via the ACP then the backup file will be in the store folder. If you made it by some other means then only you will know where it is.

It is a well known ploy by hosts to get you to upgrade - they "tweak" a few settings so that sites have problems and when they upgrade it is just like magic, everything works again.

Have you asked them what the options are to get your board working again?

Another option is to use the Auto Groups extension and move users "up" a group with more permissions as they add make more posts. My guess is that the host are looking for an upgrade to another package. Ask them if another package would have more resources and then either upgrade ot look for another host.
