Well, unless you want to loose your board, the only thing I can think for you to do is to re-make the phpbb_config table manually.

Do you have a back-up of your phpBB database?

Do you have access to phpMyAdmin, you should be able to back up your database there. The only difference is that when you restore the database you may have to do it from phpMyAdmin rather than the phpBB admin panel.

From the admin panel go to Forum Permissions and select a forum. You can choose who can do certain things in there.

Your email settings are obviously not correct. Go to the email section of the general configuration area and check that your settings are correct.

Your host has to support these things for you to be able to use them. If they do not support PHP and mySQL you cannot use them.

If you have control over the server however, you can get PHP from php.net and mySQL from mySQL.com.

Your host should have this information, unless you set it up yourself.
