We had one on our old install that was a custom version of Hamweather, but I can't get it to integrate with 3.0. It'd be an awesome mod if someone can get it to work!

I've had it working on 2.0.4 & 2.0.6 with little install or setup problems. It's no longer in development, but it really doesn't need any. It works just fine.

This is a wonderful mod, and as for difficulty, it installs easily with EasyMod to the standard theme, and not too difficult on other themes.
