Explain a bit better? How did you upgrade? What's the problem? Any errors, blank pages?

Seems that your language files are missing, try replacing the contents of the language folder.

Does your host use CPanel? If so, there is a function called "Error Logs". Should be similar whatever control panel your host uses. If you still can't find it, get in touch with your host and ask for them to send you a copy of your error logs.

Yes. If you set a forum to read-only, it will be read only, nothing can be changed. You could try setting it so that members can't post replies or topics, but can edit posts though. Set it as a normal forum and use permissions to archive that.

I doubt they allow you to change the php.ini settings then. You could contact them, they would probably say no but you can still try.

Depends on how much disk space you have, and also if your host posses a limit on the size of a database. To check your users simply use phpBB3 to see how many records there are in the phpBB_users table. This also includes bots.

No, your server will have its own set of error logs. If you use a standard host try using their control panel (such as CPanel or something similar). If it is being installed locally, well you should know how to access the error logs if you installed it locally ;)
