ahh. Nice. Something that you might try to do is allow access to the administration screens of each forum...but have them locked down so that users can see them and feel them, but not damage them

You can have moderation in two ways (using my own terminology here): Time-of-Post Moderation (TOPM) Time-of-Complaint Moderation (TOCM) TOPM is what you are referring to. This is when a user posts a message that must be approved prior to it showing up to all users. phpBB cannot do this (2.0 series) ...

Well, there is a good reason that phpBB doesn't rely on .htaccess to protect directories/files: not every web server run apache or understands those files. There, of course, is nothing wrong with you protecting things on your own, however you are right about the template's /images/ directories...tho...

Make sure that config.php contains the correct information.

If you are sure of the information in config.php, please enable debug mode, and post the complete error. Also tell us what server software you have (webserver, database server, and phpBB version).

The forum software itself has no provisions for limiting the number of users (devs correct me if I am wrong). I tried to go to the site, but got a CGI timeout error. Based on the error you are reporting, I would guess that your webserver software is to blame. Try increasing the number of connections...
