Okay. As I was making a backup copy of the folder that the site is stored in, I noticed that "Modified" date was May 5, 2073. I checked the server and, sure enough, when the power went out, it must have lost the date. Time for a new motherboard battery? lol. So, that would explain the "Out of range"...

Oh...sorry. I removed the Vendor and Install folders after the update failed. I will put them back.

I have two issues that started after a power failure on my server: 1. Thanks for stepping in guys. I got the database update to run, just by trying it a lot, with the higher timeout numbers in the php.ini. Just an update in case someone else has this same issue. I seem to have fixed the issue. I was running Windows XP SP2 in my WAMP stack.
