Activation "By Admin" - User Registration Setting - Emails?

My partner and I are both admins on our board (phpBB 3.0.0). For some reason, I receive emails when a new user registers and requires activation, but my partner does not. Where is the setting for this?

That won't work. I have hundreds of groups and then I would need to make the same forum categories for each group. Also, more and more groups are added each day.

Other ideas?

It appears the Pop-Up on new PM setting is disabled by default for new users. Is there a way to switch so it is enabled by default?

My homepage is my forum, how can I add a block of text to introduce users to the board? Something that shows on the homepage if they are not logged in.

Board Index Panel

Where can I edit the tree within the Board Index panel? Not the styles but the actual content.

I assume its going to be a hard coded mod, I don't mind too much.
