I don't see why anyone wouldn't upgrade though. Why would someone stay on 2.0.13 when there are bugs in it? Four reasons I can think of... #1. They are too lazy to update... #2. We don't know what the answer is, but you sure can find it out by opening config.php into the text editor... The answer should be coming from there...
