Depeding on what kind of styles you want to create. I can't say for sure what does it require since I'm beginner myself but I could say that to make a 'good' theme it would require some codechanging / adding along with graphical changes aswell. modify overall_header.tpl

It's all in html + the phpbb variables, but remember modifying the overall_header also affects your forum

Yes, every theme done for vbulletin can be done for phpbb (well approximately heh) but it takes a lot of time and effort, and I'm sure that theme is commercial. If it's not, a big hand to the creator for giving that masterpiece out for free
