It's been years since I made this site and the board, so I can't remember how or why the php.ini file was placed in the Web root. I'll leave it where it is for now. If I have problems with the board, then I'll move or copy it.

I have a rather unusual situation. I have several domain names, one of which is set as the primary domain. Since it's working for you when logging in from the board pages, it seems pretty clear that the problem is the login from outside the board. I'm not a coder, so I can't help you with that. I got the solution from ktuk.net.
