No, the approval is for all kind of delete requests, not just for self deletion.

Ah! thats because you have chosen not to approve the requests for deletion...
If you enable the option Require approval for self delete requests, you will see the rest of the screen as well...

What is the "Request Type" of the test user?

Hi Ivan007, Can you believe that I got my laptop back just a week ago? Anyway, unfortunately there is no progress so far. But, I promise to work on it this week. I was looking at how it is setup in phpbb and it was not clear for me how the different basic groups are handled but I think I got it now....

I see,

For the second part mailto: I think it's not possible...
The mailto "function" is an HTML thing but the mails are being sent in plain text format by phpbb and NOT HTML.

What is the language of your user that you use to send the test email?
Is it Dutch (NL)?
Or perhaps it is something else?
Do you have console access (SSH) to your server?

Did you purged the cache of your board after uploading the file?

So, in languages, do you need to edit the content of English as well?
Try purging cache.
Though this shouldn't be necessary...
