It's been over 24 hours, I have read that section.
This is a bug where the forum become unusable after assigning privileges.

Update. Just to be sure this wasn't an error on my part I created a 2nd install of phpBB2 in another location. Did this since I toyed around with creating forums and things before finding this problem. And the same problem exists. I did install from the same download of phpbb2 2.0.17, which was down...

I thought about that. But not all timezones switch to daylight savings time at the same time. So I couldn't find any other simple way than to make it user-selectable. I thought about finding out which day exactly each timezone would change over (ie. 2nd Sunday in April, etc.) and have it check, but...
