You can use this extension to add users from your ACP:

Not sure what you mean with "category". If you mean the user's rank or usergroup, you can also edit that in your ACP (once you have created the new user).

On one hand, I was looking forward to testing the first RC. I like "long term support" solutions. But specially because I'm already using PHP7 for WP & Drupal, but phpBB 3.1 needs its own PHP 5.6 environment (which is a PITA in most cases). 3.2 works fine with PHP7: that's the big pro. BTW I would suggest to update the BBCode FAQ language files, specially this part:
PHP syntax highlighting can be enabled using ... and is recommended when posting PHP code samples as it improves readability.

I'm still doing some local tests, but I realized that all PHP syntax highlighting colours are gone after upgrading from 3.1. I'm trying to make any non-http URLs (skype, git, irc, udp, ssh, svn ...) clickable, either using BBCode or not.

In version 3.1, it works fine. e.g. ssh://path/to/files is clickable in 3.1 posts, but not in 3.2.
