If possible, try account creation using the user_add() function from phpBB. See if that makes any difference.

It would probably be best if you had a team member create an KB article instead of linking to your website. That way it's readily available for someone else to use. ;)

That can be done in the permissions section for each forum. Set Can start new topics to No. Then, for your subforums, set that permission to Yes.
